An axiomatic design framework to design interoperable buyer–supplier dyads
Cooperation arrangements in the form of buyer–supplier dyads are a way that companies have found to deal with the current competitive environment. Despite the contributions in the interoperability literature, a cohesive framework is lacking that would allow the systematization of solutions for interoperable problems in such cooperation. Therefore, we propose a framework for systematically detail interoperability issues and to provide solutions that fit business conditions.Through a case study conducted on an automotive dyad, it is possible to achieve a better interoperable scenario, by systematically addressing the issues and providing solutions that comply with the AD independence axiom.authorsversionpublishe
The Tragedy of the Anti-Commons: A New Problem. An Application to the Fisheries.
The operation and management of common property resources (“the commons”) have been exhaustively examined in economics and political science, both in formal analysis and in practical applications. “Tragedy of the Commons” metaphor helps to explain why people overuse shared resources. On the other side, Anti-Commons Theory is a recent theory presented by scientists to explain several situations about new Property Rights concerns. An “anti-commons” problem arises when there are multiple rights to exclude. Little attention has been given to the setting where more than one person is assigned with exclusion rights, which may be exercised. We analyze the “anti-commons” problem in which resources are inefficiently underutilized rather than over-utilized as in the familiar commons setting. O desempenho operacional nas fusões e aquisições entre PME da Península Ibérica
Dissertação de mestrado em FinançasAs Fusões & Aquisições são tidas como um meio de rentabilizar recursos e
aumentar receitas. Seja pelo interesse que despertam, seja pela disponibilidade de
informação, a atenção dos investigadores neste âmbito tem convergido nas grandes
operações envolvendo empresas cotadas, com predominância da análise do desempenho
baseada em indicadores de mercado. Os resultados encontrados não permitem
conclusões consistentes: surgem tanto melhorias como diminuição no desempenho
operacional e as alterações verificadas são, umas vezes, não significativas mas, outras
vezes, assumem dimensões significativas. O presente estudo centra-se nas PME, que
não têm merecido grande atenção, apesar de apresentarem um peso inquestionável na
economia mundial. Orientamos a nossa investigação para estudar, em PME da
Península Ibérica, o efeito de F&A no desempenho operacional dos adquirentes e alvos
envolvidos nesse processo. São utilizadas quatro medidas de desempenho operacional
(Rendibilidade do Activo, Margem EBITDA, Margem EBITDA Ajustada para
variações no Fundo de Maneio e Solvabilidade) e uma de constrangimento financeiro
(Disponibilidades normalizadas pelo Activo) com as quais se pretende colher
informações relativamente às variantes constitutivas desse desempenho. Para tal
efectuamos testes de diferenças entre médias e medianas e regresões pelo MMQ. Os
resultados apontam para que, na melhor das hipóteses, as empresas adquirentes
apresentem uma melhoria ao nível da solvabilidade, e, em simultâneo, uma deterioração
dos restantes indicadores. No entanto, quando controlamos o desempenho face a
empresas comparáveis, todos os indicadores sofrem uma deterioração. Estas conclusões
são extensíveis ao desempenho das empresas alvo. Estes resultados podem ser
interpretados à luz da qualidade e quantidade da informação prestada pelas empresas
alvo, ou, em alternativa, em função do adquirente, ao avaliar as sinergias que possam
advir da operação ou ao atribui-se, por hubris, excessiva capacidade de concretização de

Be from the interest they arouse, be from the information availability, the attention of
researchers in this field have been converging in large transactions involving listed
companies, with advantage to the analysis of performance based on market measures.
The findings are not straightforward: they show as improvement as decrease in
operating performance and those changes are sometimes not significant but, other times,
quite significant. This study focus on SMEs, to which has been devoted little attention
in spite of their relevance in the world economy. We focus our research in studying, on
Iberian SMEs, the effect of M&A in operational performance of acquirers and targets
involved in the process. We use four measures of operating performance (Return on
Assets, EBITDA Margin, EBITDA Margin Adjusted for changes in working capital and
Solvency) and one financial constraints measure (Cash Holdings normalized by assets),
with wich we aim to find information concerning constitutive factors of such
performance. To do so we run statistic tests for differences between means and medians
and we run OLS regressions. Our results show that, at best, acquirers show an
improvement in solvency and, at the same time, as run-out in the other measures of
operating performance. However, when we control performance adjusted for matching
companies, all measures show a deterioration. These results can be explained in light of
the quantity and quality of information provided by target companies, or alternatively,
depending on the buyer, when valuing synergies that may arise from the deal, or
assigning itself, by hubris, too much ability to deliver improvements
Control Room Requirements for Voltage Control in Future Power Systems
In future power grids, a large integration of renewable energy sources is foreseen, which will impose serious technical challenges to system operators. To mitigate some of the problems that renewable energy sources may bring, new voltage and frequency control strategies must be developed. Given the expected evolution of technologies and information systems, these new strategies will benefit from increasing system observability and resources controllability, enabling a more efficient grid operation. The ELECTRA IRP project addressed the new challenges that future power systems will face and developed new grid management and control functionalities to overcome the identified problems. This work, implemented in the framework of ELECTRA, presents an innovative functionality for the control room of the cell operator and its application in assistance with the voltage control designed for the Web-of-Cells. The voltage control method developed uses a proactive mode to calculate the set-points to be sent to the flexible resources, each minute, for a following 15-min period. This way, the voltage control method developed is able to mitigate voltage problems that may occur, while, at the same time, contributes to reduce the energy losses. To enable a straightforward utilization of this functionality, a user interface was created for system operators so they can observe the network state and control resources in a forthright manner accordingly.The work presented in this paper was funded by the ELECTRA IRP project (Seventh Framework

Avaliação da reutilização de águas residuais tratadas nos concelhos de Évora e Redondo
A reutilização das águas residuais tem vindo a afirmar-se como uma linha estratégica da conservação dos recursos hídricos, determinada sobretudo pela sua escassez e , também pela necessidade de proteger os meios receptores dos efluentes das estações de tratamento de águas residuais (ETAR).
O objectivo do presente trabalho, consiste na avaliação da viabilidade da reutilização das águas residuais tratadas nos concelhos de Évora e de Redondo (Portugal), nas áreas potenciais de aplicação interessantes para esta região.
A anteceder este estudo, para um enquadramento adequado e melhor compreensão do mesmo, apresenta-se o desenvolvimento, do estado da arte da reutilização das águas residuais tratadas nos aspectos relevantes ao trabalho.
Desta forma, o desenvolvimento do estado da arte começa por tecer as considerações mais generalistas sobre a água, como é o seu ciclo hidrológico e as grandes problemáticas que a ele se encontram associadas, que são os fenómenos da escassez de água e da seca, fazendo alusão ao seu enquadramento em Portugal, na Europa e no mundo, para de seguida passar a uma retrospectiva da reutilização das águas residuais tratadas, também ela no mesmo enquadramento espacial, Portugal, Europa e mundial, onde vai acrecer as áreas dos concelhos de Évora e de Redondo, em virtude de serem as áreas de interesse nuclear ao desenvolvimento ao presente trabalho.
Assim, são abordados os vários factores inerentes à viabilidade de um projecto desta natureza, sejam eles de carácter técnico, económico, ambiental e social, apresentando-se seguidamente o seu enquadramento normativo, com particular destaque para a regulamentação nacional.
O desenvolvimento do estado da arte termina, com considerações mais técnicas ao desenvolvimento de um projecto deste âmbito, como são os que se encontram relacionados com a sua distribuição e o seu tratamento.
Segue-se o caso de estudo, através da análise da viabilidade da reutilização das águas residuais tratadas nestes concelhos de Évora e de Redondo. A área destes concelhos é caracterizada relativamente à geografia, clima, fauna, flora, solos, demografia, actividades económicas e recursos hídricos, determinando-se o balanço hídrico da área em estudo. Apresenta-se a caracterização quantitativa e qualitativa das águas residuais tratadas que são produzidas nestes concelhos, que constituem uma origem de água alternativa para reutilização em aplicações cujo potencial interesse na área em estudo é identificada e quantificado.
O persente trabalho termina com as conclusões e propostas para trabalhos futuros, referindo a importância da reutilização das águas residuais tratadas na estratégia de conservação da água, nesta região que apresenta escassos recursos hídricos, como é o caso destes concelhos. Neste sentido, três soluções são apontadas como possíveis à reutilização das águas residuais tratadas. A primeira tem a ver com a sua aplicação na actividade agrícola, através das culturas que apresentam maior rentabilidade, como é o caso da vinha e do olival. A segunda relaciona-se com a sua aplicação na rega paisagística, através da rega de campos de golfe e do Parque Ambiental do Redondo. A terceira reside nos usos urbanos não potáveis, como são a lavagem de viaturas, arruamentos e contentores de resíduos sólidos urbanos
Fiscal sustainability, fiscal reactions, pitfalls and determinants
We examine the sustainability of public finances and its determinants for 19 Eurozone countries from 1995 to 2020. We conclude for the existence of panel cointegration between government revenues and expenditures; primary government balance and one-period lagged public debt-to- GDP ratio; and public debt-to-GDP ratio and one-period lagged primary government balance. The estimated fiscal reaction functions suggest the existence of a Ricardian fiscal regime. Finally, modelling via time-varying coefficients, we find that fiscal sustainability increases with growth, fiscal balances and fiscal rules indices, and decreases with trade openness, current account balances, government effectiveness index, after 2010, and with sovereign ratings assigned by the main rating agencies.info:eu-repo/semantics/publishedVersio
Public finances solvency in the Euro Area : true or false?
We assess public finances solvency for Euro Area countries using quarterly data between
1999Q1 and 2020Q4. Through a country-by-country analysis, the answer to the title question
is true. For most countries, (i) the primary budget balance reacts positively to the lagged public
debt ratio and past primary government balances contribute to the reduction of the public debt
ratio, indicating a Ricardian fiscal regime. Furthermore, in a panel framework: (ii) the response
of revenues to government expenditures is higher from 2010 onwards, and, for higher average
public debt ratios, the response is lower, while (iii) the response of the primary government
balance to the lagged public debt ratio is lower from 2010 onwards and is higher for higher
average public debt ratios; (iv) past primary budget balances allow the public debt ratio to be
reduced, especially before 2010 and in countries whose average public debt ratio is between 60
and 90% of GDP. Using a rolling window method, we find that (v) fiscal sustainability
coefficients are higher the higher the lagged public debt ratios, fiscal rule indexes and sovereign
ratings. Conversely, after 2010 and in periods of legislative elections, those coefficients are
